MOSCOW — Russian President Vladimir Putin on Wednesday morning announced the "partial training" of the Russian military — a declaration that will send Russians who have passed military training to join the battle in Ukraine while avoiding full conscription.

"Only those who are engaged in cargo transportation and, most importantly, have served in the military, have a specific job and experience, will be asked for military assistance," Putin said in his address published in the country.

The statement came just a day after several Russian-controlled regions in Ukraine announced plans for mandates to show their importance to Russia. An orderly series of occasions hinted at the announcement by the Russian chief to send a large number of troops to Ukraine in February.

Putin's statement on Wednesday also came as his nation tried to replenish its combat forces in Ukraine and endured trouble in the combat zone amid a sweeping Ukrainian counteroffensive.

In another televised interview, spiritual guard Sergei Shoigu said Russia would quickly deploy 300,000 reservists to "keep a firm front" in Ukraine.

In his place, Putin said more power was essential as Ukraine continued to acquire heavy weapons from a "comprehensive Western" plan to "appease, separate and annihilate Russia."

The Russian chief also demanded that Russia make an ethical commitment to protect ordinary people in the somewhat Russian-involved segments of Ukraine as they had a "mandate" process towards joining the Russian Organization in the not-so-distant future.

Putin also accused Western powers of giving Ukraine long-range weapon systems that can reach deep into the Russian region - and again accused Ukraine and its partners of threatening Russia with a nuclear threat. Putin warned Russia and its kin to use "every available implication" with all due respect - noting that Russia has its own stockpile of suitable nuclear munitions. "This is not pretense," Putin said.

The security service also provided new figures on Russian failures - saying 5,937 Russian officers had fought in Ukraine. Western ratings are much higher.
